William Hague: Democracy is not only about elections . ..a response from Baku preceeed!


UK Foreign Secretary William Hague has just returned from Middle East round trip. Much credit to British government accountability: he has been immediately questioned about outcomes in the House of Commons today on February 14. The question about the future of Egypt democracy was briefly answered as the democracy is not only about elections. Who may doubt that inquisitive insight? 

However there are wise insights and there are practicalities and urgent goals and priority objectives. Indeed "demos" in power does not imply merely a short term engagement in election campaign, but workable mechanisms of civic participation in decision making and dialogue with the government. Once those mechanisms are in place grievances and contributions are secured to get articulated and enabled to influence strategic decisions. What does that imply in practice for the Egypt overhaul?

 Time and again we have to define what should be set first: the coach or the horse? Elections, or intuitional evolution? And what are guarantees of institutional reforms in Egypt, or elsewhere the governments are supposed to have a certain potential for reforming their societies, but might be tempted to stay as long as they want?
